Wow, you really stirred the broth.
I think that this is a $3k+ car only if the headgasket has already been done. I'd adjust $1k+ for headgasket. So if orig gasket maybe $1.8k, if really sharp. If A/C doesn't blow cold, another $500-$700.
Re turbo, I'll bet the base boost is only around 3psi, and a few cranks on the wastegate control rod will get it up to 5.5psi and you'll notice a world of difference. The pulsing when you hit red is probably normal knock sensor. If APC box has been tweaked boost can go mid red, but you'll hit knock sensor unless mods to fpr, timing/retard, injectors. Hundreds of threads on perf bb. Properly tweaked this car will get rubber in 3rd and will have enough power to scare you(until you get used to it and want more).
Lack of pep can also be plugs that need gapping, dist rotor, basic tuneup stuff. If I were pre-buy checking the car, i would pull plugs and check/regap to 0.024", and hook up a cheap but calibrated boost gauge gauge to a tee and a jumper hose into the cabin. Then just pull the elec plug off the APC solenoid up near the coil and go for a test drive. Base boost should be 5-6psi. If it's only 3, you've found where the horsepower and quick turbo spool up is hiding.
If it reads 5-6 psi and still sluggish maybe a shot cat converter?
