Bill's explanation was excellent. When you put a new tie-rod on, it is nearly impossible to get it exactly right by counting turns or crude measurements.
You can set the toe yourself with some strong string and since you will only have to deal with one side, it's fairly easy. Wrap the string tightly around all four wheels close to the center, making sure that the string doesn't hang up on the body(I use a wood screw gently threaded in between the rim and the tire bead as a tie-off point). Since the rear track is slightly wider than the front, zero toe-in will be when there is a 2mm air gap at the back of each front tire(trigonometry is good for something). Zero toe-in will give you quicker turn-in and a bit less push than the spec, so set the steering wheel until you get a 2mm gap at the back to the tire with the untouched tie rod and adjust the new tie rod until you get 2mm at the back of that tire. Drive the car and see how you like it. If the turn in is too quick and the car feels a bit squirrelly, you can add bit of toe in by reducing the air gap to 0.5mm or 1mm at the back of each tire. If you do try this method, you will see that even a quarter turn on the tie rod end makes a noticable difference.
