Turbo leaking oil on '93 900TC ???...

Since I just purchased this car a week ago, I have been examining it with a fine-toothed comb, making my list of what needs to be attended to.

In doing so, I notice I only see the boost gauge hit the mid-yellow and no higher. I assume this is base boost (I'm totaly versed on my '98 9000CSET and this is what it would be with that car).

Now, I know I need new plugs, cap, rotor, and fuel filter. I tried sucking on the end of the vacuum hose for the BPV, and there's plenty of resistance (so it's okay). I've checked all vacuum lines, and they all seem okay. The cruise control does not work (another issue, though fuses are fine), but I'm assuming this is not related. What else would cause the low-boost issue?

I looked at the turbo itself, and I can see a build-up of wet sludge at the bottom clamp of the big fat rubber tube coming out of the top of the turbo. I can also see that the silver-part of the turbo is wet with oil. Does this indicate the turbo is leaking oil? Is this a sign that it is dying? I am not experiencing any other driveability problems (though idle is lumpy and races up and down at times).

Also, what turbo model does this car have?
