The cruise system is 99% isolated from the rest of the car. The ONLY interaction between the cruise system and the car is the pressure switch on the fender (electrical) and the vacuum switches on the clutch/brake pedals (electrical). All three of these switches cause the APC to drop to base boost under vacuum (indicating the cruise is on) or pedal actuation. They do not affect anything else. The entire system shares NO vacuum components with the rest of the car.
I've removed countless cc systems on Saabs. As far as I'm concerned, it's just extra weight and more troublespots for the APC system.
To answer the original question: The cruise control system cannot affect idle, but it can affect [max] boost.
