I'm thinking ECU, now that the plot is thickening.
You might try this. Jump fuse 27 to 30 with a 12-14 gauge wire(smaller will get hot) to run fuel pump, bypassing the relay and ECU. If car starts now, I would try a known good ECU.
The ECU is supposed to connect a ground to the fuel pump relay to run the pump. The rest of the ECU might be OK, so conceivably you could hook up a switched jumper to manually run the pump. Sort of the ultimate kluge. :-))
