Check the purge valve on the charcoal cannister. If it isn't working right, it lets air into the intake manifold when it isn't supposed to, which could cause your oscillating idle.
Also, be sure to clean out the intake and throttle area carefully.
Check that the metal nipples leading from the intake manifold are secure and not leaking. The sometimes come loose from the intake manifold
A vacuum leak in the power brake unit could also cause problems.
You mentioned that you replaced the AIC valve, but did you carefully clean out the replacement w/ carb cleaner?
How about the rubber gromets where hose fittings go into the intake manifold and intake ducting? If they don't seal properly, they can cause your problem.
Someone else mentioned the turbo bypass valve (hooter valve). If you suck on the hose leading to it from the intake manifold, it should hold vacuum. If not the hose or the valve is leaking.
Finally, have you cleaned all of the electrical connections to the AIC valve, AMM, etc?
