ok, so i set the alarm and opened the door with the key. all that happened is the dash light changed to two blinks - pause - two blinks - etc. indicating the door had been opened while the alarm was set. per the manual. no alarm sounded...
then i (finally) found the button under the passenger seat and held it for a sec or two. this put it into valet mode, where you cannot arm the alarm at all.
which isn't what i was after.
so i guess my next step is to locate the alarm horn (siren or whatever it is) and see that it's hooked up.
but the alarm allegedly went into this "quiet mode" after the battery was replaced, and the seller seemed 100% honest and was forthright about everything wrong with the car (without me asking about some of it), so i'm still kinda wondering if the battery replacement had something to do with it.
anyhoo - thanks folks for the tips - definitely getting it narrowed down.
