Well 1 fan is only supposed to come on(I think anyway) unless your airconditioning is on(then both should run. If only one is running while the A\C is running then it could be wiring or perhaps a relay. Fan could be bad. When does your fan come on, when it is near hot mark? If so, then yes the cooling fan temp switch should be replaced. If fan is running and it still overheats could be due to low coolant or thermostat is stuck shut perhaps.
