My '87 900T did the same thing when I first got it, with the temp gauge running 3/4 in traffic and not lowering near fast enough. Unless they changed something between different years (don't know what year your car is), when that switch hits, both fans should engauge. When the after-run comes on however (when the fan runs with the key off), only one should run (as soon as you turn the key on with the after-run running, you should hear the second fan come on instantly). Lastly, with the A/C on, both should work as well.
A relay was to blame on my car, but I'd check to see if your getting juice to the dead fan when the switch is open on the working fan. They are suppose to be reliable units...
