You can stud used tires if you can find a shop that has the stud gun and is willing to do it without selling you new tires. The cheapest I have seen for studding is $12 per tire all the way to $25 per tire.
It is best to stud all four tires. I use studded Hakka 2's on all corners and car will go anywhere and is much safer at icy intersections.
If you only can stud 2 tires, you should put them on the back. Unfortunately, you will not get the driving traction benefit. While tempting to put them on the front for traction, if no studs on rear, you can experience severe oversteer (rear end hits tree/fence/curb first).
