In all of the years I lived in Syracuse, I found that the winter wipers worked OK on the SAAB windshield, but didn't get the lower corners of the windshield 'cause they were not really designed to bend that much. Their big advantage is that ice doesn't collect in the spaces of the arms.
A block heater would be a nice thing because it will take less time to warm up, but it's not necessary. As long as your oil isn't too viscous and your battery/charging system is in good shape, you're good to well below zero.
I had Hakkas on my '88 900S in the winter. They were great. A little noisy, but that's what you'd expect from snow tires. I also found that all-weather (or "no-weather") tires worked well for me in the Syracuse snowfalls.
I'm not so sure that wrapping the washer hose around the upper radiator hose would work, as tempting as it is to think about. Rubber is a lousy thermal conductor. As long as you don't dilute your washer fluid you should be OK.
