If it starts, then the pump is working. Have him turn the key to ON and you listen under the gas tank, the high pitched hum should come on for a few seconds. The pump is buried in the tank accsessable from inside the trunk. Its not an easy DIY job, and a pro charges around $600. I believe there is a pre pump system on these cars that can fail too (or was that my VWs?)
The relay is in a plastic box next to the PS reservoir on my 92, but it sounds like thats working.
Could be bad gas, especially if he runs around in cold weather with little gas in the tank. Condensation in the tank contaminates the gas.
Try changing out the fuel filter if he can't remember when it was last replaced. After that I would suspect the fuel pressure regulator or AMM.
Others will chime in on this and get you through it.
