You are right, remanufacturers will use maximum specirications on spacing to make a part "exceptable" and rebuild it, then the cups will not hold because the clearance is too great. Also, if they do not hone the cylinder smmoth enough, it will allow oil to pass and cut the cups. Sorry, cups is what used to be used in older cylinders to allow for a better seal, o-rings are used today.
