Update: I used a palm sander to take a little off each pad (wearing a mask, and working outdoors) and they went in fine.
What amazed me is how little it took. I did one tentative sanding and found the calipers could now be slid over the rotors without force, but the rotor still turned reluctantly, so I did another and everthing was fine.
Odd. I've done a lot of brakes over the years, and never had to do this before. I think it was a cumulative thing, of both parts being just a tad oversize.
