The signal for the warning light is just a switch, so that one IS supposed to be infinite (open circuit). It'll be nearly zero resistance when that switch is closed.
As long as it isn't working, you might want to leave it unplugged. Just in case the sender's aluminum housing rolls around & touches the hanging wires...
I had the sender fall apart on our '89. I managed to get that collar off with a little work. Pliers handles work, but basically anything to span the collar & twist. Steady force works better than hammering.
