Shawn, When you say that the engine has a "Really tough time turning over" does that mean that it seems to resist turning like it's partially seized? If so then I would strip off all of the ancillary stuff and confirm that the engine itself is not able to turn freely. Then I'd unbolt a cam sprocket, lay the chain aside and see if the cams turn freely. You could have anything from galled cam journals to galled main and/or rod bearings. the oil pumps in these engines are highly reliable but they need oil and will gall and turn blue without it. the eccentric oil pump is in an aluminum housing behind the crank pulley. I wouldn't put a head on this engine without inspecting the bottom end, cylinder walls, pistons and rings. As posted earlier today these engines generally wear out 2-3 cars so if you need one that shouldn't be a big problem but get all the peripheral stuff right before you fire it up. Good luck.
