The brake signal is normally open and only cuts boost when 12 volts is applied to APC pin 20 when the brake pedal closes the switch. Net don't worry about it.
Assuming you have no 12 volts at APC solenoid with ignition on, I would check the APC box for bad connections or broken leads from the connector to the circuit board. Resolder or solder in jumper wires if you find bad leads. Maybe some water got in the connector so clean contacts and finish with WD40.
The power to the APC solenoid runs through the cruise contol vacuum switch. Jump the two wires at this red capped switch to bypass the cruise contol boost defeat feature.(I think it's of little use, anyway). Now check for 12 volts at this wiring kluge with ignition on. If not then the problem is in the wire between the cruise switch and the APC box or the APC box itself is bad. Time to swap in a known good APC box.
If you do get 12 volts at the cruise wire jumper, then you should also have power at the APC solenoid with ignition on. If still no 12 volts at the APC solenoid, the problem is in the wire from cruise boost defeat switch to the APC solenoid.
