Agree with Justin, you need to get the proper voltage thoughout the system. When voltage drops down to 10 volts, the injection ECU may cut out, as well. Clean all your grounds, make sure alternator ground is good. Charge your battery, since voltage should be 12.6 volts fully charged. Perhaps bad connections and grounds are limiting your alternator's ability to charge the battery. When running, you should get about 14 volts at battery.
Is your meter accurate?
That yellow wire is the wire that powers the APC solenoid...Should be the same battery voltage at APC box, cruise, and solenoid.
I'm thinking that you have a wiring problem since you have voltage leaks all along the path. Make sure your power into the APC box is at battery voltage.
Check voltage at the fuses which power the APC. Don't know number for your year but for 90 900t's fuse 10 and 31 should be at 12.6 volts. Might be the same fuses on yours. If battery voltage is good at fuses, but not at APC box, I would suspect corrosion in those big bulkhead connectors or possibly a problem in the harness from those connectors down to the APC box. If you ever had a stuck key, so that the starter continued to get power after starting, there is a good chance that you melted some of the wires in this harness. To inspect this harness, you must remove the driver's seat and pull up the carpet.
Don't give up, as soon as you sort out the voltage problem everything should be fine, since you have already swapped the components.
