1.5v? You should have battery voltage everywhere... the APC system runs on 12v, but it should be okay between around 10 and 14. If you're seeing other than battery voltage, you probably do have a serious grounding problem or a damaged component, and that's where the problem lies. It's possible, though not probable, components have been damaged as a result, but who knows?
My recollection is dim at the moment, but you really don't need much from the the chassis electrical to make APC work. You need the RPM signal from the ignition control unit or ignition pulse amplifier, you need ground, you need battery power, and you need ignition. After that, it's just a (+) out to the APC solenoid (it grounds at the lower crossmember, with the battery's main (-)) and the shielded wire out to the knock sensor.
Unfortunately I don't know offhand what the white/yellow wire you're referring to does, but if I had to guess I'd imagine that's the tach signal wire... is that right? If so, measuring its voltage is inconclusive since it fluctuates with RPM.
