If the fans don't work, either the thermoswitch (radiator driver's side near top) doesn't work or the wiring or relay is shot. Thermoswitches die with time.
If the car never cools itself, the thermoswitch is stuck closed or the radiator is clogged.
As far as I know, both cooling fans should engage on a 1991 turbo. One fan can be forced on with the AC (if the charge is still okay OR you've removed the AC and jumped the connector like I did) or both fans should be forced on with the thermoswitch. Then it's up to the fan relay to keep the cooling fans on a little while after the thermoswitch cools off and opens. If the relay is bad, the fans will only cycle on for ten to thirty seconds or so, only as long as the thermoswitch is above its temperature. If the wiring on the relay connector is corroded, you will have the same effect.
A faulty expansion tank cap may make things worse. When everything is hot, you should be able to SLOWLY twist it and hear some pressurized air escape. The yellow cap superceded the black one.
If your radiator is clogged up or leaking, the car will always run hot and be unable to cool itself with everything else working. Look for greenish-white stains on the rad itself.
Trying to decide between a $16 off-brand thermostat and a $20 original one is like trying to decided between $35 hard-as-a-rock brake pads and $38 brand-name ones. Keep in mind the thermostat doesn't just open when the car warms up and close when it cools off. It is continuously adjusting itself as the engine temperature changes.
