Why does my Saab "sing" (longish)?

My 1990 SPG with about 145,000 miles has begun to sing/hoot, or humm, but only when the turbo boost is just under atmospheric pressure & only when releasing the throttle. It is very hard to make it sing by advancing the throttle, and the effect is at a very narrow boost range.
The singing is not metallic (like exhaust), and happens at any RPM. It sounds more like harsher version of the resonant noise a wine glass makes when you trace around the rim with a damp finger. Is this turbo trouble? It boosts quickly and right up to the red on the stock gauge.
