I bet you are hearing the "hooter" valve, so named because of the sound you are hearing. if you can keep the sound happening by a slight pedal movement, and then make it go away by full application or by letting off, it's the hooter valve. It has a diaphram that holds vacuum (or doesn't!) and when it is right on the edge between holding and releasing you get a should like a low hoot... sometimes the vacuum line to the hooter valve is bad or has come off, sometimes it is the hooter valve. It's the black plastic item beneath the distributor. no harm but it doesn't let you get all of the boost possible either.
