When you take your foot off the gas (ie to shift gears) the throttle plate closes briefly. that valve is then redirecting turbo-pressured air accumulating in front of the throttle plate back into the turbo intake, preventing it from creating back-pressure back into the turbo compressor. Replace it soon or drive the car easy til you do.
it is not an easy job to replace it either. you have to take all the turbo cross pipes off, get the one crosspipe to disconnect from the PCV line, and pull out the pipe holding the hooter valve from the turbo itself. on an older car i can almost guarantee the short plastic elbow piece on the intake pipe that the hooter valve pipes into will crack or will be cracked, so you might as well order one of those along with the new hooter valve. i know e-europarts has em.
If you need any clutch work, might as well do it or have it done at the same time.
Try jacking up the front of the car so you dont have to stoop so much too.
