Get them a little loose, spray solvent in, tighten again. Next time it will loosen farther, squirt solvent again and tighten again. NEXT time even farther, till they're loose. It won't take long till they'll come out easy. Then clean up and at least lube with oil or grease before putting them back on.
My best wheel lug loosening tool is a US-made 4-way cross wrench, ugly forged thing painted gray. I made the parts place dig it out and sell it to me after returning the pretty chrome Taiwan-made one that cracked when I tried to loosen the first wheel it ever faced.
