First off, a big thank you to Anders for indirectly complimenting my '88 8 valve that cranks and fires better than when new. (warm start syndrome nonwithstanding, that's after startup:~)
Other things that have to work well for your 8 valve to start spot on are the passages in the throttle body (check for blockages), the plunger/valve needle in the fuel distributor, and all the electric stuff (enrichment relays, fuses, and thermoswitches). Some CIS 900s will have deposits gumming up the fuel regulator plunger so it will stick closed and the car will crank for too long. I haven't experienced this (yet...) but it is written up on the Saabsite 900 FAQ page.
I'm going to assume you have continuity in all the little heaters (idle valve and warm-up regulator) and no vacuum leaks.
Since the car is not starting well, I'm going to assume she runs okay once running. That points to poor baseline mixture (vacuum leaks or mixture adjustment) and away from the oxygen sensor (which doesn't cut in until it heats up, around two minutes). What does the frequency meter sound like? Is it a dull, constant buzz or is it crying out in agony like it's trying to constantly inject more fuel to compensate for lean running elsewhere? As Dana says, the duty cycle will tell you what's going on. If your oxygen sensor is really old, it may default to full lean or have a lazy signal.
My latest vacuum leak (a year ago) was the vacuum advance diaphragm on the side of the distributor. The rubber seal just wore out and failed after twenty years. Even though the vacuum line was sound, it was still a huge leak.
Aside from that, Happy Saabing! That '82 is collectible. Keep her out of the salt!
