That burlap originally attached to the side-to-side seam across the center of the seat, holding in the "under the rainbow" center/rear section below the outer ring. Without it, the seat bottom profile is just flat. With it, it gives it a two-level effect with a little path running out the back (a path, a path!). If you want to repair the comfy chair, you can use more burlap or another durable-in-tension fabric sewn to the transverse center seam of the seat cover. To do this, I'd recommend pulling off the seat cover yourself and bringing it to an automotive upholstery shop to be re-sewn as I did on my '92 SC. If the seams are splitting, this is a great time to do this. You can also use the upholstery shop's recommendation on a fabric they have in stock.
You haven't specified which model 900 you have (there were no 900 base cars for '93, only barebones Ses and Turbos, marketing ploy) so I don't know if you are dealing with cloth (still available I think) or leather. Either way, you remove the seat cover by unhooking three fish-hook-shaped clips at the rear where the cover wraps around the bottom, then pull off the decorative panel on the outside (2 Torx screws if my brain still works, maybe 3) or at least enough to pull the top side away from the seat bottom. Next, remove two or three more fish hooks holding that center piece of burlap down from the underside of the seat grid. If you're tired of trying to reach it, you can unhook the seat heater wires and power seat connectors (if fitted) and undo the four Torx bolts holding the seat to the floor and tip it backward for great access. (Oh, he's no fun, he fell right over!) Next, pull off the two metal rods holding the cover sides down. They have a slight hook at both ends tucked into the side of the seat support frame. Pull them outward and a little fore or aft. You'll probably have to bow the metal rod a bit for the first one on each side. Finally, remove the metal clips holding the seat cover to the underside of the front of the metal seat frame. After carefully pulling the rear wraparound through the border between the seatback and lower cushion, the cover comes out in your hands.
This would be an extremely opportune time to repair any breaks in your seat heater grid. If you pulled the seat, you should probably vacuum down there, especially after you pick up all the change under the floor (ignition switch) console.
