Hmm... apparently there is some confusion... I'm confused too. There are two boxes under the back seat of an '84 - the Lambda Control Unit (the "ECU") and the APC box. The ECU is metal, and might corrode. Outer corrosion really shouldn't prevent the thing from working, but obviously could be a sign of inner damage and might be indicative of corroded grounds. The APC box is plastic, and can't corrode.
LH cars have the ECU on the passenger's footwall "wall," but this is not where any CIS car should have the ECU. The only alternate location for the ECU would be under the driver's seat on '79 through early, early '81 cars. All the others should be under the back seat.
A completely dead APC box would not prevent the car from going 100mph, probably. A bad ECU would have all sorts of weird problems on mixture.
