The CIS ECU under the rear seat is bolted to same point where the under flap is located - this area can get rusty and leak. They are very simple in design and features compared to their LH and L Jetronic cousins.
I would suggest removing the ECU, clean all the contacts thoroughly and remove the outer box and check for corrosion inside - use a fine toothbrush and contact cleaner and good q tip inside and emery board outside. These are solid units and rarely fail but they do get corroded contacts.
In fact if this car is new to you clean ALL electrical contacts in the engine bay - including ALL fuses, the ground point at the rad cross member, the ground connections on engine block, all sensors, WUR, CSV, and TPS.
There are a number of rebuilders of ECUs so if you decide to go that route post again and I will send the info
I've had several L Jetronic ECUs rebuilt and there are a large number of used ones on the market as well.
