I wouldn't worry about anything turbo related until you make it run right... There is nothing in the turbo or APC system that would prevent the car from moving right along, save maybe a seized turbo.
Get yourself a Bentley manual for the 8v cars - the '84s have a ton of emissions mumbo jumbo piled on top of a fairly late CIS system. Lots of parts, lots of things to fail.
Start with the basics - make sure you have good fuel pressure, a fuel distributor in good shape, and clean injectors. Once that's knocked out you can largely bypass most of the emissions equipment to get the car running, then add it back in one piece at a time.
