...then don't worry about holding the shocks from turning, just put a deep well socket on, pull the trigger and the nuts will zip off.
Otherwise, the tip about getting a vise grip on the chrome shaft, or on the upper part of the shock (gently sink its teeth into the top shoulder, edge of the cap at the top of the upper cover) should hold the shaft against spinning enough to get the nut off if it wants to come.
I say "if" because, in my limited experience, if these are the original blue Saab factory shocks, they somehow managed to double nut them at the top and I couldn't get one off in two tries without the shaft breaking. In rust country, where that shaft comes thru the rubber bushings at the upper mount, it rusts down to hourglass shape and just wants to break there.
So the "Superman" suggestion may be the best. Get it off the lower mount, then bend shock back and forth and it will want to snap off.
Only reasons not to do that is if you want to re-use the shock, or because it puts a fair amount of strain on the upper mount, and sometimes in old rusty cars these are ready to break out.
