No, for two reasons.
1) there is (or was!) a support strut that comes up from the block, the lower two bolts from the turbo to exhaust manifold go through that strut.
2) getting the lower oil tube into the block is a PITA, it's *much* easier to do it as follows. Put the green Oring on the return tube, put the new gasket and the return tube on the proper place on the turbo and start the two bolts but only about 1/4 of the threads. postion the turbo and point the return tube into the block, get it lined up and push home, start the two upper bolts for the turbo to exhaust manifold (DON'T forget the metal gasket!), start the two lower bolts and make sure they get through the strut. If you left the Distributor out it makes doing all four of the bolts much easier. Tighten the bolts and look to make sure the oil return line stayed in the block. Tighten the oil return lines, you can get to both from below, use a long extention for one, the other is no problem.
All done.
If, on the other hand you put the turbo on before, there is no way to get the head on the block without removing the strut from below. and even if you do that.... getting that oil return line into the block will make you invent new words...
