Ok, so that new belt is a problem. It certainly could be a loose belt for overheating - water pump and all that.

1) How tight is tight enough but not too tight?
Press hard on the belt halfway between the alternator and water pump.
specs = more than 1/8 less than 1/4 inch movement.

2) How to tighten or loosen.
One of two things is going on. You still have an adjustment bolt or you don't. From your previous discussion, I got the impression that you did not have one.

Where is it?
The top of alternator is attached to a crescent shaped bracket. On the fender side the bracket takes a 90 deg turn towards the firewall.
It's forked on this turned end. If you have an adjustment bolt, then it's sticking through that fork and the nut end is pointing at you as you stand on the left side.

You would have had to slide this one off the fork when you loosened up the belts.

Tightening it should increase tension and vv, but you have to loosen the bolt going through the top of the alternator and crescent for it to move. And retighten when done of course.

Don't know what size that one is, prob 14mm, maybe 16 - the bolt that goes through the pivot crescent is 14mm both sides on mine - not original tho.

No adjustment bolt or need to tighten after new belts or other work?
Alternator's loose belt's on, put your pry squarely on the alternator with it anchored against that solid looking bracket below and on the engine side and tension it that way. This is really best done with someone else who is at least willing to press on the belt.

Get the tension close that way.
No adjustment bolt - tighten it when you get the tension right.

If you have an adjustment bolt, then tighten the alternator/crescent bolt, replace the adjustment bolt on the bracket, snug it up solidly.
If tension is correct - done.
If not - see above (reloosen alt/crescent bolt, tighten adjust bolt, retighten alt/crescent bolt).


By the way down there below the ac you'll see the tensioner for the other belt. It has a similar adjustment bolt.
