If the hydraulic pump gets too much of a load on it, it will blow the fuse. The fuse on my 1990 is located on the passenger side front fender, about halfway between the headlamp & the firewall. Pop the hood, and take the fuse apart. They will also sometimes corrode if they get damp, and the fuse will break not because of overcurrent. The clicking you are hearing is just the relays that control the direction of the pump. They are powered by another circuit.
