you can do a direct voltage test, it's DC so plus/minus is forward and minus/plus is reverse so no worries that way.
when you took the motor apart did you turn the pump portion directly? A screw driver put in the slot that catches works well. It's a round shaft with flat spots cut on it so that receiver looks like a high school track, well kind of... The pump should turn with little resistance and that resistance should be fairly uniform. Also, did the shaft turn well in the bearin in the end cap? Lastly, the brushes and armature should touch and be clean. you can take the armature to any good machine shop that does alternators and see if he will clean it up. then you can get brushes and shave them down and put them in the end cap. I forget if they have soldered connections, if they do you need to do them too - just like the ones in the VR for the alternator.
