The 1st thing to do now is to get the pump back on. Either playing with the current one or installing another (tested to be working - preferred). After that the pressure sensor, accumulator and level sensor (as well as their wiring) should be checked.
Quick note for Da Bay: seller with satisfactory reputation usually ships quick and describes appropriately. If he said that this bomb had been taken down from a car sitted for couple of years and it appeared to be braking not too bad two or three years ago (and the following shipping was fast) then we can't blame him. But this doesn't mean he sold you working live accumulator.
Regarding ABS diagnostics. Code retrieval using ABS lamp in the instrument cluster can be performed on M91-93 cars using the connector under the rear seat. M90 cars don't have this connector in the stock wiring but the ECU unit is the same for M90 and M91+ cars so it's a small DIY project to add it. M88-89 cars use an older version of the ABS ECU (which should be located under the hood not the rear seat, btw) and unfortunately I don't know much about it. Special Saab ABS tester (that includes special external pressure sensor) plugs between the ECU and it's connector, it doesn't use the socket that is used for "flash codes".
Car having no brakes isn't a car at all so you better get them back on. And believe me (CMyles who is VERY respected member of this board cause of his tranny knowledge and experience he shares with lammers like me - so one day he called me to be a sorta performance driver, this means that to care about brakes should be a must for me) ABS (even ATE Mark II that is installed on C900's) works really good and is a pretty much helpful gizmo. The only situation when questions to ABS may be arisen is the deep snow and the deep sand. I wonder how often do you drive your C900 on a deep sand or snow? Ability to brake down and steer at the same time costs pretty much so after you get your brakes back on you better get ABS function back on too. If you need I'll shoot and post some pages from Saab Service Manual 5:2 ABS braking system that describes electo-hydraulic braking system also (how to bolt smth off and back on and such).
Finally if you have a tested and working 'vacuum-boosted' brake system (booster, master cylinder, brackets, hoses, lines and so on) and you find it better suits you than electric-pumped Mark 2 then you could try conversion to the old-styled brakes. I haven't tried it (and will not going to do cause of my position, see above) but I believe Google should help you or this BB.

Rust-free C900 is worth spending certain bucks on it. Otherwise... You said it's MY1991, right? Stick or auto? I need the gearset shaft from the late manual trannies. Kidding 50/50.
And I do appreciate you went to kilometers and cc's instead of myles and pints or cu.in. I used to deal with Si units and reading US-metrics is a bit hard for me.
