I say, I say:

PUSH down really hard on the tie rod end, forcing the taper down into the tapered hole. Put a little oil on the threads of the thing. NO oil or any dirt on the taper part tho. You might want to hit it down in with a hammer, lightly, maybe a little more firmly if you're replacing that tie rod end.

Then while pushing down hard, jerk a wrench quick on the nut. You oughta be able to get the taper to re-seat enough to supply enough friction to hold the bolt steady while nut moves.

You'll need to repeat this several times till nut gets out past nylon insert, when it should turn more freely.

If you have it up enough, you might be able to grab onto the top of the taper with needle-nose vise grips, instead of the above.

Or, if you have a nut splitter, crack the nut off. Or if you're replacing the tie rod end, Sawzall it off.

Next time, get nut far enough off that it turns easy, before popping taper out.
