Just hold it down into the taper and twist wrench quick

Yeah, if it's only a little loose your best bet is first to try to tighten it.
Once the taper starts to grab tightening it all the way should be easy.
Then removing it should be easy too, just oil the threads that are showing first. The taper should hold the shaft from spinning till the nut is off, or way loose, when following one of the ideas, whack round arm off steering knuckle with a big hammer, should pop the taper free.
If you grab those threads with the vise grips it might chew them a little but you could still probably wind the nut off over them from the friction of a properly seated taper.
Reason I say twist wrench QUICK is, if you do, it's more likely for nut to start moving, even a little bit, even if the taper part starts to turn. Then try it again, and again. An impact wrench here is a great idea as it moves things so fast, the taper doesn't even have a chance to think of moving before the nut is off. But your condo assn. would probably shit a brick if you wheeled a compressor out there and started rat-a-tatting away on it.
Noting you've said makes me agree it's a good idea to trash it taking it off; it should grab and stop spinning if you get it down into the tapered hole good and hold it down while you turn the wrench.
