APC boost pressure low

I just found out my turbo boost pressure should be higher then it is. The APC gauge always shows pressure just at the top of the white zone, with the needle exactly on that little dot above the white zone. It never goes into the yellow or red zone. I just put in a Swedish Dynamics stage 3 APC unit that's supposed to keep the boost pressure in the low red zone, but it still stays in the exact same spot, at the top of the white zone. Today I checked the Pressure Control Solenoid using the Bentley manual procedure. I get air flow when the solenoid is powered, but when it is not powered I can still force a small amount of air through. I've played wind instruments most of my life so I can build up some serious pressure in my mouth, so I don't know if that small amount of air is a problem. The turbo does come in, when I really nail the gas, but I don't remember seeing the boost pressure rise even then (though I may miss it because I'm watching the road at that moment).
So the APC unit is good, and the APC Solenoid is good, but I'm still getting low boost pressure. Any ideas?
