The valve is part of either the oil pump or the timing chain cover, I can't recall exactly. It is in a not-terribly-easy place to get to.
First thing you should do is find out for sure if you have low oil pressure. To do this, you connect a regular gauge to the port where the oil pressure switch is located.
If the pressure is below specs, then yes, the relief valve may be a problem, if a piece of debris is keeping it open.
But as for other things regarding the noisy lifter, one thing to try is pour a can of Gunk engine flush (not the foamy stuff. This comes in an old-style oil can) into the motor, and run the motor for a while This will thin the oil out, and hopefully dislodge anything that may be in a bad place. After running the motor for a while (check the instructions), then change the oil and filter.
