I haven't been following this too closely but if I were in your shoes I'd drive the car for while before doing anything major. These engines are very durable and unless it has an enormous number of miles (I have C900 turbo cars here with 300K+ that don't burn any oil) or has like NEVER had it's oil changed then the most likely reason it's burning oil is that the turbo is worn or the PCV system is not working and those are much smaller fixes than an engine replacement. Nearly every C900 owner who thinks they have a knocking rod eventually finds that it is a sticky lifter or some other smaller problem. If it has a blown head gasket (also a smaller fix) it can blow a lot of smoke. Have a proper compression test series done. If you are near SW Colorado drive it to me and I'll do it for you, otherwise any competent auto mechanic can do it. Furthermore, watch out for "re-conditioned" or "re-built" cylinder heads! A very large outfit (CHI) once sent me a C900 16v head that was so messed up I should have sent it to Ripley's. It evidently had been very seriously warped so they just milled it flat on both the bottom AND THE TOP and then replaced the distributor boss backwards. The distributor could not even be inserted and the cams could not be turned by hand at all! Phone discussion with the shop foreman proved to me that they had no idea how to re-build a cylinder head properly but they did return my money (I'll bet they have THAT process down to an art). I will always buy a good used head or get the one I have rebuilt by my trusted machinist. Just my $.02 worth.
