After you center the rack and insure you have adequate thread engagement of the tie rods try this. I get my toe-in very close with a couple yard sticks and a tape measure. With a helper you both level the sticks on the tire just above the radial bulge. Slide the tape under the car to the helper and you both hold the tape in line with the leading edge then the tailing edges of the tire while you note the front and rear measurements. Adjust you tie rods until you get the measurements that CMyles gave you. I've done this then taken to the shop where they didn't charge me because it was already 'spot on'. I've used to make minor tweeks to get the wheel centered in case I'm getting to the shop for few days. It doesn't take much of a turn on the rod adjustment because of the coarse threading. A quarter turn can change the toe about a quarter inch.
