One thing that can mess up CIS real easily, and is a likelihood on a stored car, is water in the fuel. The fuel metering head and most of its internal components are steel or iron (I can't remember which) and can rust. I had a friend that bought a CIS Saab once, the fuel-pressure regulator had rusted shut (= high fuel pressure) and a fuel line ended up bursting inside the car - not fun!
So I'd suggest either thoroughly going through the CIS system, or converting to LH.
Another poster suggested going to T5 (Trionic 5, as on later 9000s) - I can't see how that would work. T5 requires a 60-2 trigger wheel on the crankshaft which might be able to be added but not easily. An LH swap would be much easier.
APC is also not hard to add if you understand how it works and are good with wiring. Without it, you're probably missing out on a lot of the performance potential of that engine.
