With the voltage fluctuating, it sounds like the ECU is responding to the oxygen sensor signal just like it's supposed to, so the sensor is good.
With only 88K miles, my first suspicion is still that there must be a vacuum leak. A cat should be good for a couple of hundred K unless it's been seriously abused.
Just for the heck of it, pull on the vacuum nipples on the intake manifold and the PCV nipple on the valve cover. If one of them pulls out easily, the rubber bushing is deteriorated and must be replaced.
And, if the vacuum hoses appear to be original, replace them. One of the things that failed my proejct car before I bought it was a huge vacuum leak caused by a split in one of the original vacuum hoses. I found great deals on silicone hoses on that 4-letter auction site. A little over $1 a foot for 1/8" hose, including shipping.
Here's a tidbit I found when looking through a brand-T site, similar to SAABnet (but not as good, of course), for a CE Light solution for a co-worker: you can dunk your catalytic converter and *wash* it to remove a lot of crud that is covering the platinum coating on the honeycomb.
