The only thing that ultimately controls NOx is a cat, so yeah, a new cat will likely lower your NOx. However, NOx are a side effect of combustion, and high NOx are a result of inefficient, too-hot combustion. If your other readings are very high, definitely suspect the cat, but if your other readings are well within spec, it's likely that something is screwy with the combustion process - it's too lean (thus too hot), the cooling system isn't taking heat away from the engine efficiently (thus it's too hot), etc. Everything from vacuum leaks, to clogged fuel injectors, to a bad radiator, to carbon deposits, etc. can contribute here.
