The ECU powers the main relay and the main relay powers the injectors AND the pump relay so if the main relay isn't powering up then the ECU is at fault unless it's getting some input (or lack of input) telling it to not power the main relay and that's where pin testing at the ECU comes in. Lacking a signal from the ignition system on start up will tell the ECU to kill the injectors and pump (as I recall). You should take a really good hard look at the ground connection near the front engine lifting eye also. If those grounds are weak you'll have serious injection system problems.
