try changing that shift-up bulb with a good known one. Ok-ok, that's probably a tad over the cross, sorry.

If you were an ECU - LH Jetronic 2.4 ECU in this case - then at what conditions would you toggle that indicator on? Huh? Yeah, right:
- if you're above some RPM threshold vs road speed (you may also want taking into account engine load and/or throttle position, i.e. whether it's WOT ot not)
- if you're insane when you do whatever you want to do, not what you're taught to do

The same is true for those solid-state brains.

P.S.
As you may have learnt, I'm not the fan of 'jack the rad cap' troubleshooting (thanks, Chris!). So if you can not really see or hear what those brains are thinking about (btw, there was a nice ad there re 'thinking about', see the link below) since you do not have JTAG debugger nor even ISAT/Tech2 diagnostic tools, then you should analyze the live inputs and outputs and start your troubleshooting from there.
In other words: consider your LH ECU to be poorly grounded which drives it into some special unstable and undocumented state when his functionality is completely unpredictable (this is just a case study, may not be your case). You throw in another ECU and it kinda runs good - but only because there were additional 1.5 grams of solder used on the signal ground PCB traces which helps maintain reasonable power ground. Does it mean the first ECU is bad? No. It means you should fix the poor ground connection - or you may ruin your second ECU.
