Yeah it just presses in. Kinda dumb hook up but all its for is a vent for the valve cover, there should be a rubber circle mounted in the turbo duct which suppose to make a seal on that pipe when its pressed in (which it doesn't) and once the turbo starts to build boost it will pull air from the valve cover through that hose putting the crankcase/valve cover under vacuum while pumping the psi up in the intake manifold, while it gets the main boost air from the inlet pipe.
In CBS case, with out having the check valve installed his motor is unable to go under vacuum, the turbo pumps psi up in the motor to boost but it vents back through that valve cover hose back to the turbo inlet through the PVC hose creating a significantly weak boost, oem is 7psi but with the venting going on he's down to 3,4psi hitting the pistons while having boost psi rushing through the valve cover having a chance to blow a gasket.
If you can use some product to creat a air right seal on that PVC hose to inlet tube. The better the seal the better performing motor you'll have.
