Ari is more or less spot-on, as usual. However, I'd take issue with two points:
First, I managed to get brake fade on the standard setup with a few hard applications of the brake on some fast UK roads without exceeding the speed limit (something I rarely do) and with not much other traffic to get in my way (fast approach to a junction/roundabout, brake hard, turn, accelerate, etc.). I'd have been surprised to have been pulled in for this. My problem showed when I came to a roundabout and the car almost didn't stop. Had I not stopped in time and had a police car been around, I'd have expected big trouble with the law, but that would have been the least of my worries.
On the tyres, I have found that you can make a really big difference without changing the wheel size. If you were interested in increasing grip, a change of tyre can make a huge difference. I have had excellent results with Yokohamas and (especially) Bridgestones, and awful results with other tyres of the same size.
