The European oil specs are much more restrictive than are the US specs. A few years back, the only two US oils which met the European specs were synthetic--AMSOIL and Mobil 1.
In most cases, today's oils will go longer than the 3,000 miles. However, the car manufacturers waffle a bit by claiming that most all driving is "severe service", requiring more frequent changes.
Good synthetic oils will go much longer than non-synthetics, but getting the public to change their thinking instead of their oil is somewhat difficult.
As far as additives--there are dozens of them out there. Some are decent, some are total scams. No company has the time or money to test each, so it is much easier to make a blanket recommendation against their use.
I have yet to find any additive which will improve a good synthetic oil.
