Most of the major issues that occur at that mileage have been addressed. I recently sold my 91 9K which was great, but if anything some major issues were improved for '93. You shouldn't have the dreaded timing chain/balance shaft chain problems. Since, from the sound of it, you haven't actually laid eyes on the car, you should be aware that even though on paper it sounds good, the reality could be quite different. I'm in the car business and last week I went to look at a '97 Volvo 850 T5 (to resell) with 80K on it. The dealer described it as a real "cream puff," but you can't beleive how beat up the car was. The moral is that the reality can be quite different. I would never sell a car the way this guy is, so he's either very desperate or nuts. He may be hoping that by the time you invest a couple of hundred to get the car to you, you'll have enough invested to over-look some flaws (beleive me it happens a lot). While he sounds reasonably honest, I'd be a little wary of sending money and hoping he'll send you the title. Why don't you contact a Saab dealer near this guy and arrange to have their shop look at the car. While it's there talk to the Saab dealer's used car manager and offer him $50 to look it over for you. That'll give you two expert opinions on the car without having to ship it. If you decide to buy the car, have the dealer fax a photo-copy of the title (both sides) just to make sure he owns it and there are no liens. Make sure the guy you talked to is on the title and not a pal of the dealer (try directory assistance to see it's the same number). Then make sure he sends you a very detailed purchase agreement with V.I.N. number etc, and compare the V.I.N. with the invoice from the Saab shop to make sure you're buying the same car they inspected. It sounds like a decent car, but look before you leap. Do you have any photos of the car?
